Zhou Min Attended the Digital Economy and Data Security Summit Forum and the 2020 Annual Meeting of the Information Security Committee of China Information Industry Association and Delievered the Speech

On December 22nd, the Digital Economy and Data Security Summit Forum and the 2020 Annual Meeting of the Information Security Committee of China Information Industry Association was held in Beijing with the theme of "New Measures for Data Security in New Development of Digital Economy". The forum was sponsored by the Information Security Committee of China Information Industry Association, organized by Beijing SkyGuard Network Security Technology company, and supported by the Institute of Information Engineering, Chinese Academy of Sciences. Zhou Min, Vice President of the State Information Center(SIC), attended the forum and gave a speech.

 

 

In the speech, Zhou Min mentioned that data itself has become an important national strategic resource and a new factor of production in recent years. Facing the increasingly severe security situation, there is an urgent need to tighten up the legal system and to promote the innovation-driven development, and speed up the development of a data security assurance system suitable for the digital economy. Therefore, he put forward three suggestions: first of all, a good balance between data security protection and economic and social development is necessary. While fully meeting the needs of the new development in the new era and empowering the digital economy, it is also important to ensure that data and personal information are protected. Secondly, the legalization process of data security governance should be continuously promoted. We should improve the accessibility and effectiveness of laws and regulations by continuously completing the supporting laws and regulations and rules for implementation, thus laying a solid foundation for the rule of law in data security governance. Thirdly, independent innovation in core technologies of data security should be encouraged and facilitated. While giving full play to the subjective initiative of the market, we should carry out research on cutting-edge and basic topics, in order to gradually build a data security governance system which is driven by demand, innovation-oriented and supported by the legal system, thus enhancing the data security governance capability.

 

The forum adopted both online streaming and offline meeting methods, and the participants from relevant government departments and scientific research institutions, professionals and enterprises from the industry attended the forum. Liang Lijun, Deputy Director of the Network Security Coordination Bureau of the Cyberspace Administration of China, Fan Chunling, Deputy Director of the Network Security Bureau of the Ministry of Public Security, He Liangsheng, Deputy Director-General of the State Cryptography Administration, and Ye Hong, Director-General of the Information Security Committee of the China Information Industry Association attended and delivered speeches respectively.
