The opening and signing ceremony of Kingsoft Cloud Northwest Headquarters and the pilot project of "Using Western Computing Capacities to Meet Eastern Demands" in Gansu Province was held in Beijing on November 30th. The event was sponsored by Gansu Provincial Development and Reform Commission and undertaken by Qingyang Municipal Party Committee and Peoples Government, together with Kingsoft Cloud company. Zhou Min, Vice President of the State Information Center(SIC), attended the ceremony and delivered a speech.

Zhou Min pointed out in his speech that promoting the pilot project of "Using Western Computing Capacities to Meet Eastern Demands" in Gansu Province is of great importance for alleviating the shortage of data center indicators in the eastern region, driving the upgrading and transformation of data center industries in the western region, and reducing the production and operation costs of digital-oriented enterprises. Gansu Province, as one of the provinces with the richest reserves of clean energy including wind power and solar power, has developed the data center industry vigorously in recent years, transforming the "watt industry" into the "bit industry". It possesses both the internal and external conditions to meet the moderate computing power demand with time delay of some eastern regions currently. The establishment of the Kingsoft Cloud Northwest Headquarters in Qingyang serves as a model for government and enterprises to jointly build the digital ecology. We hope that the cooperation will be taken as an opportunity to form a replicable demonstration in a short time, and gradually promote the in-depth development of pilot project of "Using Western Computing Capacities to Meet Eastern Demands" in Gansu Province.

At the ceremony, Qingyang Municipal Peoples Government and Kingsoft Cloud company officially signed a strategic cooperation agreement. Both sides will jointly build "one headquarter, two platforms, four centers and five pilot bases", and carry out close cooperation in the fields of information infrastructure, industrial digitalization and digital government, thus promoting the pilot project of "Using Western Computing Capacities to Meet Eastern Demands" in Gansu Province. This agreement is a milestone for the implementation of the Strategic Cooperation Agreement on Jointly Promoting the Pilot Project of "Using Western Computing Capacities to Meet Eastern Demands" signed by Gansu Provincial Development and Reform Commission and the SIC on September 26th.

Yu Shiyang, Director-General of the Department of Big Data Development of the SIC, attended the ceremony and presided over the kick-off meeting.
