Asia-Pacific Smart City Development Forum 2020 Held in Shenzhen

On November 12th, 2020, the "Asia-Pacific Smart City Development Forum 2020" of the 22nd China Hi-Tech Fair, hosted by the State Information Center and IDG Asia, was held in Shenzhen Convention & Exhibition Center. Zhou Min, Vice President of the State Information Center(SIC), attended the forum and delivered a speech.

According to Zhou Min, the world today is witnessing profound changes unseen in a century. With the further development of the new round of scientific revolutions and industrial changes, we are even more required to build new high-level smart cities, and make full use of the new generation of information technology to accelerate the in-depth integration of urban governance, economic development and people's livelihood, improve the quality of economic development and urban governance, contribute to the new pattern of development at home and abroad, and to constantly meet the people's new expectations for a better life.

 

Zhou Min put forward four points of experiences according to the theme of the forum.

 

First, smart city building is an important pillar to stimulate the potential of domestic demand and build a new pattern of development at home and abroad. Driven by the application of new technological innovations and aimed at improving people's livelihood, smart city building has become an important pillar for defusing the dilemma in urban development and driving the healthy development of the domestic circulation in the era of digital economy through the comprehensive and in-depth integration of such digital means as AI, blockchain and 5G with urban strategy, planning, construction, operation and services.

 

Second, smart city building is the key to promoting the transformation of government functions and advancing the modernization of system and capacity for city governance. Amid the COVID-19 pandemic, new tools and means for social governance, such as health QR code, big data and cloud platforms, played an important role in the fight against the epidemic, fully demonstrating the great potential for innovation in social governance based on collaboration and broad participation with the goal of benefiting all by digital means.

 

During the 14th Five-Year Plan period, the economic and social environments are changing at an accelerated pace, and the demand for public services is becoming increasingly diversified. Strengthening the support and application of AI, blockchain, digital twin and other cutting-edge technologies in urban governance, building an intelligent operation and smart governance system and making cities smarter and wiser is the sure way to fulfill the modernization of the system and the capacity for city governance.

 

Third, smart city building stands at the forward position for expanding the data element market and empowering the development of the digital economy. Promoting the building of new types of smart cities helps to accelerate market-based allocation of data elements, to drive the in-depth integration of a new generation information technology with real economy, and to boost the emergence of new technologies, models and business formats in the digital economy, such as intelligent manufacturing, contactless retail, online finance and livestream marketing, which will provide a huge space for the flourishing of the digital economy and promote the mutual promotion between smart city building and industrial development.

 

Fourth, smart city building is an important carrier for new infrastructure layout and urban function enhancement. Building new types of smart cities requires the advancing of information infrastructure in an orderly way, integration of infrastructure and innovation in infrastructure layout, which helps to realize new infrastructure based on contribution and shared benefits, promote new infrastructure ecology and the deep penetration and cross-border integration of new technologies with the core of big data, IoT and AI. In addition, it will vigorously promote smart urban industries, drive the rapid development of the digital economy and assist a city in improving modernization and its influence on the surrounding region.
