Vice President Zhou Min Attended the 2020 Annual Meeting of Chinese Public Administration Society and Delivered a Keynote Speech

On November 1st, 2020, the 2020 annual meeting of Chinese Public Administration Society (CPAS) and the seminar of Studying and Implementing the Spirit of the Fifth Plenary Session of the 19th CPC Central Committee, Strengthening the Digital Governance, and Promoting the Modernization of National Governance was held in Beijing. Zhou Min, Vice President of State Information Center(SIC) was invited to the annual meeting and delivered a speech with the title of Grasping the Overall Situation, Being Pragmatic and Innovative, and Strengthening the Modernization of National Governance by Constructing a Digital Government.

 

In his speech, Zhou Min considered it is an irresistible trend that the new round of sci-tech revolution and speeding-up industrial transformation are driving the digital transformation of economy and society in an all-round way, and accelerating the building of digital government. The just-concluded Fifth Plenum of the 19th CPC Central Committee has put forward new and higher requirements for digital governance. Zhou Min gave three suggestions to promote digital governance by innovation.

 

First, the administrative departments should keep abreast of the times, and understand the new connotation of digital governance. The departments should guide the digital government development pattern from the perspective of adapting to the sci-tech revolution and seizing the development opportunity, promote digital government transformation with the idea of comprehensively deepening reform and innovating governance, consolidate the digital government application achievements by focusing on optimizing public services and meeting peoples requirements, and enhance the digital government development with the vision of promoting high-quality development and boosting the digital economy.

 

Second, the administrative departments should follow the technological trends and accelerate the improvement of new facilities required by digital government. The departments should follow the technology innovation trend of combining data, cloud computing and network platform together, further accelerate the construction of digital government infrastructure characterized with interconnectivity, incorporation and integrated innovation, continue to construct and promote the technical infrastructure capability related to the united national E-government network system, incorporated E-government data center system, national data sharing and exchange platform system, integrated technology empowering platform system and information security and protection system of the digital government.

 

Third, the administrative departments should adhere to the demands, and make an effort to raise the digital government application to a new level. The departments should remain demand-oriented, determine priorities, give priority to serving the demands of the public and meeting the needs of development of the digital economy, innovate and improve government service continuously, continue to make improvements in the business environment, accelerate the building of the credit system, and continuously promote the data development and utilization.

 

 

Experts from the national administrative academia and more than 200 representatives from national and local government departments attended the Annual Meeting, about 25,000 member directors, experts and scholars participated online.
