President Liu Yunan Attended the 2020 Qingdao Innovation Festival and Gave Speech at the Peninsula Innovation Forum

From October 28th to November 3rd, the 2020 Qingdao Innovation Festival was held at Qingdao International Convention Center. Under the guidance of the State Information Center(SIC), the festival was co-sponsored by Qingdao Municipal Peoples Government, Department of Science & Technology of Shandong Province, and Shandong Institutes of Industrial Technology. Liu Yunan, President of the SIC, attended the opening ceremony and delivered a speech at the Peninsula Innovation Forum.

 

 

Liu Yunan pointed out in his speech that the world today is undergoing profound changes unseen in a century. Due to the COVID-19 pandemic, the global economy is suffering from severe recession, and the circulation of industrial chains and supply chains are blocked. Under the strong leadership of the CPC Central Committee, with General Secretary Xi Jinping as the core, Chinas economy took the lead in recovery among major economies in the world. Growth turned positive in the first three quarters, which showed strong and resilient growth.

 

Liu Yunan mentioned that under the guidance of national innovation-driven development strategy and affected by the vigorous promotion of mass entrepreneurship and innovation policies, the entrepreneurship and innovation work was seen solid progress, showing 4 positive trends: firstly, the leading effect of national entrepreneurship and innovation pilot bases on development has been increased; secondly, the trend of innovation leading entrepreneurship and entrepreneurship facilitating employment becomes manifest; thirdly, the environment for innovation, entrepreneurship and creativity has been improving; fourthly, the city clusters and central cities have become important platforms for gathering innovation factors and leading innovative development.

 

Liu Yunan stressed that to maintain Chinas sound economic performance, there is a necessity to strictly implement the decisions and deployments of the Central Party Committee and the State Council on efforts, strongly implement the strategy of innovation-driven development and the strategy of regional coordinated development, thus promoting innovation, entrepreneurship and regional cooperation, and supporting sustained and high-quality economic development. The five cities in Jiaodong region, as the economic circle with the best economic volume, opening degree and development vitality in Shandong Province, are the pioneers of development and opening up with great development potential. Therefore, it is recommended that the five cities continue to improve the innovation climate, and create an innovation with the character of synergistic and leading style.

 

First, the innovation environment of the cities needs to be continuously optimized. To create a favorable business environment, they should deepen the reforms in streamlining administration, delegating power, improving regulations and upgrading services, intensify the reform of the business registration system, further reduce government approval items, and simplify enterprise-related business procedures. The Peninsula City Cluster will become a pioneer of integrated innovation in China by promoting integrated layout and the open circulation of innovation factors and resources in the region.

 

Second, the innovation entities of the cities need to be continuously optimized. The national entrepreneurship and innovation demonstration bases should play the role of resource exchanging, focus on research and development of core technologies, explore and establish an interconnected and innovative ecosystem, and create an innovation and entrepreneurship union that integrated enterprises, universities and research institutes based on enterprises and led by the market, thus further supporting the connection and development of large, medium and small enterprises and enhancing the joint force of innovation.

 

Third, the cities need to collect innovation resources. To reach that end, they should build the overseas cooperation platforms, including offshore business incubators, talent exchange centers, industrial zones and innovation centers by enhancing the effort of training and introduction of high-level talents from abroad, and building a financial service system that supports integrated innovation.
