Vice President Zhou Min Attended the Cyberspace Data Governance Forum of the 2021 World Internet Conference Wuzhen Summit

Jointly hosted by the Cyberspace Administration of China and People’s Government of Zhejiang Provincial , the 2021 World Internet Conference Wuzhen Summit was held in Wuzhen, Zhejiang Province from September 26th to 28th. Zhou Min, Vice President of the State Information Center (SIC), attended the Cyberspace Data Governance Forum and delivered the keynote speech of “Comprehensively Enhancing Digital-led Innovation by Deepening Data Sharing and Activating the Value of Data”.

 

According to Zhou Min, to accomplish the goal of “accelerating digital development” from the Outline of the 14th Five-Year Plan and the Long-Range Objectives Through the Year 2035, we need to activate the potential of data factors by promoting public data sharing, which is critical to not only digital government development and governance capacity, but also digital economy and innovation.

 

Zhou Min emphasized that to promote data sharing and opening up, we should follow “four trends” and fill in “four gaps” in a timely manner. The “four trends” refer to trends of sharper data awareness, more innovative information technology, more diversified application scenarios and more valuable governance. The “four gaps” refer to gaps in data supply-demand matching, data application, data-related regulation and data security. In the meantime, we shall follow “four improvements” to activate the value of data application. Firstly, enhancing data integration by improving data-related governance system. Secondly, enhancing data application capacities by increasing data application scenarios. Thirdly, enhancing data factor allocation by developing the data factor market. Finally, enhancing data security by promoting technology integration.
