The forum namd “Serving Digital Government and Optimizing Business Environment” under Online Smart China Expo 2020 was held in Chongqing on September 15th. The Forum, which was hosted by China Construction Bank and Chongqing Smart Expo Organizing Committee, with the theme of "Serving Digital Government and Optimizing Business Environment", invited participants from 23 provinces and cities across the country to take part in the Forum online or offline, including civil servants, experts, scholars, corporate executives and leaders from relevant departments of China Construction Bank. SIC Vice President Zhang Xueying attended the forum and gave a keynote speech on “Releasing the Value of Data Elements and Optimizing the Urban Business Environment”.

Zhang Xueying pointed out that business environment reflects the attractiveness, creativity and competitiveness of a city. It is necessary to release the value of data elements in order to win the initiative in the process of urban development. The big data technology is playing an increasingly important role in the optimization of the business environment.  

Firstly, big data is becoming a new production factor. The Fourth Plenary Session of the 19th Central Committee of the CPC proposed that data, the same as capital, land, knowledge, technology and management, should also be recognized as factors of production. The value of data factor is always highlighted, and data itself was considered as a production factor than a kind of information resource gradually. Still, the development of big data stays in the stage of rapid accumulation, and the demand for data storage remains high in recent years. There will be an urgent need of releasing the value of data element integration in the future. We will explore the commercial value of big data through the integration of big data and industry, data development, and data transactions.

Secondly, the business environment is reshaping the global competition. According to the annual report released by World Bank, the Doing Business 2020, China rises from 78th in 2018 to 31st in 2020, and becoming one of the ten economies with the greatest improvement in the world for two consecutive years. Nowadays China has made great achievements in the field of “streamlining administration, delegating power, and improving regulation and services”. Under the complex and volatile situation of global economy, the efforts made by China are conducive to strengthening the comparative advantage of international competition and to build the new pattern of all-dimensional opening-up”.

Thirdly, big data would be conductive to promoting the business environment. In recent years, China’s business environment has improved significantly, though some shortcomings and weaknesses still exist, and the difficulties of enterprises appeared due to the COVID-19 epidemic. There is an urgent need to focus on the concerns of market players and to adopt more reform methods in order to deal with difficulties during enterprise operation. With the application of big data technology, we shall realize mechanism integration, business integration and value integration to promoting the flow of production factors on the base of data integration, improving the quality and efficiency of enterprise-related services,. With all these efforts, it will help optimizing the business environment, promoting the high-quality development of the city, and building core competencies of the city.
