Jointly hosted by Administration of Big Data Application Development of Chongqing, Government of Yubei District, Chongqing, SIC, China Academy of Information and Communications Technology (CAICT) and other departments, the Intelligent Application and High Quality Life Summit Forum of 2020 under Smart China Expo was held in Chongqing on the afternoon of September 16. With the topic of "Sharing Intelligent Support Vastly", the Forum invited near 200 representatives from smart city and smart applications related industries, including delegates from relevant government departments and research institutions, scholars and experts. The Forum also took the form of live broadcasting and the peak viewers reached 370,000. Zhang Xueying, Vice President of SIC was invited to attend the Forum and delivered a speech.

Zhang Xueying pointed out that the world is entering a special historical period with major changes rarely seen in a century, and new development trend appears in the process of intelligentization. In such a period three trends shall be paid attention to: firstly, the international political and economic environment is facing complex and severe challenges. Under the impact of COVID-19 epidemic, strategic competition across countries becomes more acute, which makes emerging technologies represented by big data and AI the key areas of competition; secondly, as a higher stage of agricultural economy and industrial economy, the digital economy has become the main structure of building a modern economic system, the main driving force for leading high-quality economic development, the main element for deepening supply-side structural reforms, and one of the main engines for enhancing comprehensive national strength and international competitiveness; thirdly, the implementation of intelligentization strategy has entered an acceleration period. The central government issued a policy for cultivating the data production factor market this year, as well as National Development and Reform Commission launched the action of "inclusive cloud computing service, big data integration at a deeper level and integration of AI and real economy. The construction of an integrated nation-wide big data center system was launched. The intelligentization industry will become the impetus for the full-speed development of digital economy in the future.

Zhang Xueying mentioned that in the past year, SIC has deepened cooperation with government of Chongqing City with remarkable achievements. Firstly, exploring new models of governance cooperation in regional data integration. SIC and government of Chongqing jointly launched the "Great Wall of Data" plan in the southwest region. The plan will promote the effective connection of data resources between the government and society in the southwest region in the future. During the COVID-19 epidemic period, SIC jointly launched public welfare services such as health codes with Tencent, Huawei, Alibaba.com, State Grid, BBD, Big Data branch of China Unicom and other social forces with reputable social benefits. Secondly, new achievement has been made in the construction of cooperation mechanisms, including the case of the Chongqing Branch of the Internet Big Data Center in 2016 and the case of the Western Big Data Frontier Application Research Institute in 2018. At the same time, SIC supports Chongqing's work around the Chengdu-Chongqing dual-city economic circle and the regional pilot construction of a national integrated big data center system in an active way. In the future, SIC will continue the cooperation with the government of Chongqing, focusing on the planning and construction of the big data center in the Chengdu-Chongqing dual-city economic circle, cultivating the data production factor market, and making the macroeconomic big data decision-making analysis by integrating various resources for joint development.
