2023 Seminar on High-quality Development of Urban Digital Transformation Held in Shanghai

Hosted by the Smart City Development Research Center of SIC, the Seminar on High-quality Development of Urban Digital Transformation (hereinafter referred to as the seminar) was held in Shanghai on August 19, 2023. Zhang Xueying, Vice President of SIC attended the seminar and delivered a speech. At the seminar, the Research Report on Urban Operating System in the era of Artificial Intelligence 2.0 which was jointly prepared by SIC and Wonders Information Co., Ltd (Wonders Information) was released.


Zhang Xueying pointed out that building digital China serves as an important engine to promote a Chinese path to modernization. It is an inevitable choice to adapt to the development trend and seize the opportunity for now and the future by accelerating the digital transformation of urabn cities, driving the reform of production, living and governance in an all-round way and further promoting the coordinated development of urban and rural integration for higher satisfaction and fulfillment of the people.

Zhang Xueying said that SIC has long engaged in research and consulting services for national policies, plans and layout of smart cities. Efforts have been made in promoting research and implementation of digital economy, digital society and digital government in cities at all levels, creating a "research highland for the intelligent-integrated development of digital economy". It also carries out in-depth researches in the theoretical methods of digital transformation in urban areas, smart city operating system, sustainable operation ideas of smart cities and smart communities, and empowerment and transformation of blockchain service network (BSN).

Zhang Xueying stressed that concerted efforts should be made to promote the digital transformation and high-quality development in urban areas. First, we should strengthen the top-level design of urban digital transformation. Oriented with the practical issues and future challenges generated in the evolution of urban complex giant systems, the design shall combine urban resource endowment, development fundamentals and strategic positioning to promote integrated and coordinated digital transformation in areas of economy, politics, culture, society and ecological civilization. Second, boost the service delivery in urban digital transformation.,By taking the application demand as a guidance, we should accelerate the building of common platforms such as urban operating systems, and explore a more scientific new smart city path of technology and operation schedule with the characteristics of emergency and ordinary scenarios combining, resilient intelligence, green and low-carbon. Third, foster a sound ecosystem for digital transformation in urban area. We should give full play to the decisive role of market in resources allocation, encourage market entities to participate in the process of urban digital transformation, and promote long-term operation and sustainable development.

At the seminar, Zhang Xueying and Hu Hongwei, President of Wonders Information jointly attended the release ceremony of the Research Report on Urban Operating System in the era of Artificial Intelligence 2.0. Ma Chaojiang, Deputy Director of the Smart City Development Research Center, interpreted the report. The city operating system is a "connector" for the comprehensive application of integrated scheduling resources in the complex giant system of smart cities. Oriented towards the new demands of smart cities to combining emergency and ordinary scenarios and collaborative governance, the system is a digital ecosystem which applies AI technology to improve the adaption and management of digital facilities, data resource integration, digital technology integration and scheduling capabilities, as well as to promote the integration of technologies, data and scenes, realizing the "smart emerging" of urban governance and the comprehensive dynamic perception of urban areas and smart-integration of business application. With its functions as infrastructure adapter, data resource manager, technical capability scheduler, integrated smart generator, business application carrier and operational perceptron, the system has becomes a leverage to comprehensively promoting digital transformation in urban area and empowering the building of intelligent scenes in various fields of economy and society.

The seminar was organized by Wonders Information, along with special supports from China Financial Information Center. Representatives from government departments, enterprises and institutions in the field of digital transformation from Shanghai, Sichuan, Changsha, Urumqi, Zhangjiakou and other areas attended the seminar.
