Vice President Zhou Min Attended the Smart Government Summit 2021

Hosted by the Big Data Development Bureau of Guangxi Zhuang Autonomous Region and Huawei Technology, the Smart Government Summit 2021 was held in Nanning, Guangxi Zhuang Autonomous Region. Zhou Min, Vice President of the State Information Center delivered a theme report of “Activating the Value of Data and Empowering the Smart Government Service” via video link.

 

Zhou Min described the four characteristics of the digitalization: firstly, data resources posts explosive growth along with a continuous enrichment of innovation elements; secondly, as new technologies emerge, the innovation iteration also accelerates; thirdly, the booming of artificial intelligence helps improving the quality and efficiency of various industries; fourthly, the acceleration of smart government empowers the potential of the data. 

Zhou Min emphasized that to accelerate smart government development, four weaknesses need to be resolved: the first is the unsatisfied quantity and quality of E-government data for sharing; the second is the weaknesses in algorithms, analysis and utilization of E-government data; the third is the lag in data-related legislation; the fourth is the potential risk of data security. Four ‘improvements’ shall be enhanced to activate the value of data: firstly, establishing an integrated data system for improving data governance capability; secondly, promoting E-government data development and utilization for data application capabilities; thirdly, making full use of new technologies to activate the value for the data innovation capabilities, finally, accelerating the market-based allocation of data as a factor of production for the data allocation capabilities.
