Co-hosted by SIC, China Telecom and China Computer User Association, an expert seminar on assisting digital government building with the theme of “Intensive, Integration, Collaborate and Innovation” was held in Beijing. Liu Yunan, President of SIC, Ke Ruiwen, Chairman of China Telecom and Gu Bingzhong, Vice President of China Computer Users Association attended and delivered speeches. Beijing Guoxin Xinwang Communication and Technology Company(referred as Guoxin Xinwang), an affiliate of SIC signed with China Telecom and published a joint operating agreement of Guoxin e-government cloud based on China Telecom Cloud. Zhoumin, Vice President of SIC and Xia Bing, Vice President of China Telecom, as well as more than 40 heads of informatization departments or information centers in Beijing attended the seminar.

Liu Yunan said that the National E-Government Network (NEGN), as a key infrastructure to digital government, has made progress under the overall planning and promotion of E-Government Office of General Office of State Council and the NDRC. To meet the diversified infrastructural needs of digital government building, and to continuously give full play to the advantages of interconnection, openness, sharing and security of the NEGN, the Guoxin e-government cloud, with a network architecture based on China Telecom Cloud, was jointly invested and built by Guoxin Xinwang and China Telecom. It is a vigorous and innovative practice to build national data infrastructure by accelerating the evolution of NEGN from a single-function network to a comprehensive network platform. In the future, focusing on major national strategies and major business scenarios, SIC will carry out multi-level and comprehensive cooperation with information centers of ministries and commissions on digital government building, and jointly assist the high-quality development of digital government.

Ke Ruiwen said, with fully implementation of the requirements of Guiding Opinions on Strengthening the Digital Government Construction, China Telecom continues to increase the planning and investment in digital government, and constantly optimizes the service system for digital government. Working with SIC to carry out the deep integration of the NEGN and China Telecom Cloud, China Telecom provides a brand new Guoxin e-government cloud service which marks a beginning of three joint work, that are, jointly building a secure, autonomous and controllable digital information infrastructure, jointly carrying out forward-looking consulting plannings on digital government and jointly cooperating on data fusion innovation. China Telecom is willing to work with SIC in the future by taking the cooperation in Guoxin e-government Cloud as a starting line, and cooperate with the information centers of ministries and commissions to jointly promote high-quality digital government development with contribution from China Telecom.

In the next step, both sides will build and operate the Guoxin e-government cloud in an all-round way from aspects of technological support, smart application & innovation and quick, professional and tailored services. to provide new government cloud services for central ministries and subordinate units in digital government building.
