Co-hosted by SIC and Huben Provincial Development and Reform Commission, the Second Blockchain Service Network (BSN) Global Tech-Innovation Summit (herein after referred to as the Summit) was held in Wuhan on June 9, 2023. Shao Xinyu, Vice Governor of Hubei Province, Hu Yongzheng, member of the Standing Committee of the CPC Wuhan Municipal Committee, Zhao Dachun, Vice President of China Mobile and Liu Yunan, President of SIC attended the Summit and made speeches. The “Yan’an Chain”, an official governance chain application of BSN-DDC network was released during the Summit.

Liu Yunan mentioned in his speech that BSN is the first domestic underlying public infrastructure for blockchain with fully independent intellectual property rights. Working jointly with member units of BSN Development Association, SIC gained significant progress in three core technologies. The first is cross-chain interworking, a technology that realizes interchain interoperability effectively to avoid the formation of “isolated data island”. The second is distributed data credentials, which could solve the challenges on digital asset trading supervision, promoting capabilities in digital asset transfer in an efficient and safe way and all-aspects supervision. The third is non-cryptocurrency public chain, which consists of an international-oriented public network infrastructure and brings blockchain back to its fundamental purpose. With the help of technological innovation, the adaptation of bottom frame, the deployment of urban public computing nodes and applications empowering the industry, the BSN now becomes a public infrastructure for blockchain with complete technology system and the largest scale of urban nodes in the world. It has been widely used in fields of digital economy, smart city and digital government by more than 20 provinces and municipalities, and has been favoured by an increasing number of governments of countries and regions in the world.

Liu Yunan called for new achievements on promoting blockchain technology and developing industrial innovation as China embarks on a new journey in the new era. Firstly, we should adhere to the principle of technological innovation, developing cutting-edge blockchain technology and seizing the commanding height as a forerunner in the world. Secondly, we should continue to promote platform innovation, which can provide a blockchain technology support platform with the characteristics of high availability, scalability and flexible configuration to innovative applications in trusted data circulation, government services, cross-boarder trade, digital identity and other fields. Thirdly, we should focus on application innovation, striving to solve the problems like single application scenario and insufficient expansion of blockchain by launching killer applications in the fields of financial technology, supply chain management and government services. Fourthly, we should continuously strengthen the regulatory innovation and establish a regulatory system which is adapted to the development of the blockchain industry, thereby accelerating the healthy, orderly and high-quality development of blockchain technology and industry.
