On the morning of June 10, “2018Forum forCredit System Building of Chinese Cities”was held jointly in Fuzhouby Xinhua News Agency and the People’s Government of Fuzhou under the guidance of the NDRC. At the opening ceremony, the State Information Center made an official release of the BlueBook of 2018 Report on Credit Performance Monitoring and Evaluation of Chinese cities. SIC President Cheng Xiaobo attended the launching ceremony and delivered a speech. It was the second time that the SIC had released the Blue Book of China City Credit at China City Credit BuildingSummit Forumafter the 2017 Hangzhou forum.

Cheng Xiaobo noted at the launching ceremony that in recent years, the SIC hasfully participated in constructing the social credit system under the guidance of the NDRC and attained productiveresults. The city credit monitoring and evaluation work carried out by SIC’s China Economic Information Networkhasbeen going on steadily ahead andattained continuous improvement. The SIC has kept actively involved in supporting the NDRC and other national decision-making and administrative departments in understanding problems existing in city credit building while guiding governments at municipal level in implementing credit-related work deployed by the Central Government,by means of city credit monitoring platform, credit ranking, and monitoring and evaluation reports.  Evident accomplishments havebeen made.Currently, the results of city credit monitoring and evaluation havebeen broadly applied in supervising credit-related work, selecting the credit pilotcities, and guiding public opinion. The city credit monitoring and evaluation practice hasserved as an effective method in fostering the buildingof the city credit system.

Cheng Xiaobo stated that the 2018 Blue Book carried two characteristics: Firstly, it closely keeps up with the policy requirements as well as the real work, combining theories and practices of the city credit building, mirroring the buildingin full perspectives and revealing typical experiences and challenges that cities encounterduringthe implementation.Secondly, it is based on facts and supported by data. It makes acombination of typical cases and data analyses, embodyingboth the rules of credit buildingthrough big data mining and innovative practices through vivid case presentation. Compared with the 2017 version, it encompasses more comprehensive contents, deepened analyses, highlighted focus and enriched cases.

Cheng Xiaobo said,adhering toXi Jinping Thought on Socialism with Chinese Characteristics for a New Era, following the decisionsand arrangements of the CPCCentral Committee and the State Council and meeting the NDRC’s requirements with regard to social credit system building, the SIC will continuously improve city credit monitoring and evaluating approaches on the existing basis, and optimize and updatemonitoring indicators and evaluation models, in order to evaluate the credit performance of cities in a more comprehensive, scientific, and timely way to exert greater influence onpushing forward social credit system building.

The 2018 Blue Book mainly brings together the city credit monitoring information in the year 2017 across the country. It includes Overview, Theory, Monitoring, Cases, Innovation and Exploration, a total of six sections. In comparison with the 2017 version, it adds Overview and Exploration in its content structure; regarding the monitoring range, the number of cities involved increases from 656 to 658; in terms of evaluating dimension, the Beijing-Tianjin-Hebei region, the Yangzi River Economic Zone and the Guangdong-Hong Kong-Macau Greater Bay Area are included in city credit monitoring and evaluation.

After the monitoring and analyses, the 2018 Blue Book releases to the public the top 20 out of 36 cities at provincial capital level or above sub-provincial level of the comprehensive credit index ranking, the top 50 out of 261 prefecture-level cities, and the top 50 out of 361 county-level cities.
