On the morning of May 7, 2019, the second Digital China Construction Summit Digital Economy Sub-forum, which was guided by the National Development and Reform Commission and was jointly organized by the State Information Center (SIC), was held at the Fuzhou Strait International Convention and Exhibition Center. Vice President Zhou Min of the SIC attended the meeting and delivered a speech on behalf of the organizer. The theme of the Digital Economy Sub-forum of the 2nd Digital China Construction Summit is “Digital Economy Promotes High-Quality Development”. Representatives from governments, institutions, enterprises and the community have conducted in-depth discussions on digital industry, industrial digitalization, and new modes of digital economy.

Vice President Zhou Min points out in his speech that this forum focuses on "Digital Economy Promotes High-Quality Development." The high attention and the latest requirements from the Party Central Committee and the State Council have pointed out the development direction for us to vigorously promote the digital economy and the high-quality development. In recent years, the National Development and Reform Commission and other relevant departments have issued a series of new strategies, new policies, new tasks, and new projects around the development of the digital economy. As an important think tank platform, the SIC actively participates in the work of the digital economy development strategy. It focuses on four key areas: first, it actively participates in research and development of digital economy-related development strategies and policies. Second, relying on a unified national e-government network, it contributes to accelerate the construction of new infrastructure platforms such as the National Data Sharing and Exchange Platform, Credit China, and the National Public Data Open Website. The third is to promote industrial digitalization and digital industrialization, it integrates resources of all parties, and use new smart cities as an important carrier and powerful hand to jointly promote high-quality development. Fourth, the SIC actively cooperates with the digital silk road construction cooperation, strengthens the digital economys foreign cooperation and exchange, and undertakes the Belt and Road website and database.

In his speech, Vice President Zhou Min emphasizes that the digital economy is of great significance for deepening the supply-side structural reform and promoting high-quality development. It is both a new energy and a new opportunity. The key to the current situation is to focus on three points: first is to consolidate the data foundation. We need to unblock the convergence and circulation of data elements, promote data sharing, and promote multi-dimensional governance. Second is to create a digital ecosystem. We need to encourage the formation of an innovative ecosystem of mutual participation, complementary advantages, synergy and multi-development. Third is to improve the institutional mechanisms. We need to accelerate the rationalization of the digital economic management system from the central government to the local government, promote the process of legal regulation and system construction to promote and standardize the development of the digital economy, and create a fair, orderly, innovative and active digital economic market environment. In the next step, the SIC is willing to work with relevant departments and industry colleagues to build a modern economic system, promote the modernization of the national governance system and governance capabilities, and vigorously promote the construction of a network power, digital China and smart society, and jointly develop innovative digital economic environment!
