Vice President Zhou Min Attended the Fourth Digital China Summit

Zhou Min, Vice President of the State Information Center (SIC) attended the Fourth Digital China Summit (hereinafter referred to as the Summit) and the Digital Government sub-forum on April 25th and 26th, 2021. During the events, Zhou delivered a keynote speech entitled “New Stage, New Trend, and New Breakthrough-Some Thoughts on the Innovative Development of Digital Government”.

 

 

Zhou Min said, the acceleration of a new round of technological and industrial revolution, which now comprehensively pushing forward the economic and social digital transformation, presents new and higher requirements for digital government development. He put forward three suggestions for the promotion of digital government.

Firstly, to deeply understand the trend of digital government based on the new development stage. Building e-government requires to implement the new development concept and new development pattern, which now facing the more complex climate, the more explicit tasks, the more enriched room for innovation and heavier tasks for innovative development.

Secondly, to take the pulse of digital government development. Digital government shall be  people-centered, data-centered, integrated, technology-driven and secured by mechanisms. Therefore, there is an urgent need of change in development concepts and patterns.

Thirdly, to enhance degital government innovation. Measures that improve digital government development and application shall be proritized in the next stage, including optimizing E-government network, making breakthrough on the integrated E-government data center system, improving public services, collaborating on market supervision system, applying digital technology on macro economic control, and strengthening network information security.

During the Summit, Zhou Min also made the field research to the Fujian Provincial Economic Information Center, and discussed the development and application of the Fujian Provincial E-government Network.
