Zhou Min Attended the 17th China E-government Forum

The 17th China E-government Forum was co-hosted by Party School of the Central Committee of the Communist Party of China and Shandong Provincial Government on 8 April 2023 in Jinan of Shandong Province. SICs Vice President Zhou Min was invited to make the keynote speech at the main forum and made a remark at the sub-forum of data governance.


Zhou Min delivered a speech named Reform and Innovation, Data Empowerment, Improvement of Digital Government for Better Performing Government Duties’ in the main forum. Firstly, elaborating orientations of e-government driven by reforms. He emphasized that digital government is a profound reform in all respects, which requires integration of top-level design and practices for transformation in mechanisms, businesses and modes. Secondly, empowering data factor as a stronger motive for development of digital government. The key to promote innovation in digital government lies in deepening data sharing and application, building a data resource system featured with opening and sharing, and forging a smart and precise decision-making supporting system. Thirdly,putting people first to improve service efficacy of digital government. We will continuously improve efficacy, inclusiveness and artificial intelligence of digital government services.

Zhou Min delivered another speech named Promoting Data Factor Governance and Ensuring Data Circulation Security’ in the sub-forum of data governance . He proposed three suggestions, firstly, sticking to a combination of a well-functioning government with an efficient market. A prominent issues in the development of digital economy is the insufficient supply of data resources. Overcoming this difficulty requires roles of both government in guidance and market in resource allocation to be leveraged. Secondly, sticking to a combination of binding management and innovation supporting. A trial-and-error mechanism featured with inclusiveness and innovation will be built to encourage rapid growth of new businesses and new modes. We will strengthen the standard building of data factor market for the honest, mutual-trust and reliable data ecology. Thirdly, sticking to a combination of vigorous development and enhanced security. Data security is both the red line and bottom line of data factor circulation and trading. We must integrate governance authorization and responsibility of relevant departments and build a negative list mechanism for data factor circulation and trading so as to form a data factor circulation and trading mechanism featured with rule-based, secured and controllable.
