In order to accelerate the implementation of China’s strategic deployment of building a data element market and promoting government-enterprise collaboration, and combining the common needs of social governance and emergency management during the COVID19 epidemic, the State Information Center has joined forces with Tencent, Huawei, Ali, State Grid, BBD, and China Unicom Big Data to launch the ‘Data Great Wall’ plan with a batch of public welfare big data services such as health codes and resumption of production and work. This plan has achieved positive results. In order to give full play to the role of the 'Data Great Wall' plan and better meet the needs of data integration governance in southwest China, and serve the initiatives of the "One Belt One Road", the Chengdu-Chongqing dual-city economic circle, and the new land-sea trade channel, SIC cooperated with Big Data Application Development Administration of Chongqing implemented the "Great Data Wall" action plan in the southwest region.

On April 2, the "Great Wall of Data" Southwest Region Action Plan was kicked-off in Chongqing. Vice Mayor Xiong Xue and Deputy Secretary-General Zhou Qing of Chongqing Municipal Government, Director-General Luo Qingquan and Deputy Director-General Yang Fan of Chongqing Administration of Big Data Application , Deputy Director Wang Zhijie of Liangjiang New Area Management Committee, President of Southwest University of Political Science and Law Fu Zitang and other relevant leaders , and more than 70 well-known companies in the industry, including Huawei, Tencent, State Grid, China Unicom, and Chengdu Shulian Mingpin, participated through online and offline video interaction.

SIC President Liu Yunan and Vice President Zhou Min attended the event via video connection. President Liu Yunan pointed out in his speech that the "Great Data Wall" action plan for the southwest region is the first regional action plan since the launch of the "Great Data Wall" plan. It will become a vivid example of the successful cooperation between SIC and Chongqing in the field of big data. This will effectively promote the innovation and construction of the data element market in the southwest region, and promote the exploration of industry-university-research cooperation with data elements as the link, as well as create a model for the digital economy.

Luo Qingquan, Director-General of Chongqing Administration of Big Data Application and Development, said in his speech that the launch of the "Great Wall of Data" action plan in the southwest region is a necessary step to promote the establishment of a comprehensive data governance system, which will push forward the concentration of data in Chongqing, Southwest China and the whole country.

The launch ceremony of the "Southwest Data Governance Alliance" was also held at the event site. The alliance was led by the Digital Chongqing Company and the Western Big Data Frontier Application Research Institute. It will serve as the chief executive body of the "Great Data Wall" plan in the southwest region and undertake various daily tasks. Vice Mayor Xiong Xue and Deputy Secretary-General Zhou Qing of the Chongqing Municipal Government awarded the sponsoring companies.
