State Information Center Signs the Memorandum of Data Cooperation with Belt and Road General Chamber of Commerce

State Information Center(SIC) and the Belt and Road General Chamber of Commerce(BRGCC) signed the Memorandum of Data Cooperation(MoDC) on of the Belt and Road Initiative(BRI) in Beijing on the morning of March 11th, 2019. Cheng Xiaobo, President of SIC and Lin Jianyue, a member of 13th CPPCC Standing Committee and Chairman of BRGCC Board of Directors attended and witnessed the signing ceremony. Yu Shiyang, Director-General of Big Data Development Department, SIC and Pan Sutong, Chairman of BRGCC Foundation signed the MoDC as the representative of both sides.  

Cheng Xiaobo said signing of MoDC is significant to the BRGCC member enterprises participating in the BRI with the support of SIC’s big data advantages. He also raised three expectations on the cooperation. Firstly, following policy guidelines and demands of both sides. Both sides shall act under the guidelines of the “Arrangement between the National Development and Reform Commission and the Government of the Hongkong Special Administrative for Advancing Hongkong’s Full Participation in and Contribution to the Belt and Road Initiative” by deepen the opening-up so as to meet the demands of BRGCC. Secondly, promoting consultation and contribution with growth together. Following the principles of consultation, contribution and shared benefits, both sides shall give full play to their respective strengths to introduce the Chinese-origin products and services going global. Thirdly, complementing each other’s advantages and sharing the platforms. SIC will share the big data resources and platforms with BRGCC and its member enterprises, helping Hongkong to give the best play to their superiorities and meet the needs of the country.   

Lin Jianyue said that the blueprint of BRI is entering a new stage of deepening, concrete and win-win cooperation. The Hongkong business needs to observe accurately, making decision quickly and more carefully, while understanding the external environment and optimizing their capacity continuously. Only by doing so, can they seize the opportunity brought by the BRI and explore the foreign market. Among which, data serves as a necessity in the Belt and Road Initiative. The cooperation between BRGCC and SIC will build and develop a series of data platforms with the aim to build a big data innovation & startup application base in the Guangdong-Hongkong-Macau Bay Area for the top ecology environment of big data.  

According to the MoDC, SIC will provide a more targeting data service to the BRGCC member enterprises participating the BRI and brand promotion when going global. The BRGCC will provide necessary platform and resource supporting to SIC.

Pollyanna Chu Yuet Wah, Vice Chairperson of BRGCC Board of Directors, representatives from the subcommittees, Chen Qiang, Deputy Director General of Big Data Development Department, SIC and staff from BRI Portal Operation Division, Big Data Development Department and International Cooperation Division, Comprehensive Development Department attended the signing ceremony.
