Jointly hosted by State Information Center(SIC), Hangzhou Municipal Government and China Mobile, the third Blockchain-based Service Network(BSN) Global Partnership Conference (herein referred to as the Conference), was held in Hangzhou on February 17th, 2023. Liu Yunan, President of SIC attended and addressed at the Conference. During the Conference, the project of the “introducing BSN applications into 5 ministries, 10 industries and 100 cities“ was kicked-off and the computing center system in urban area for BSN-DDC basic network was officially launched.

Liu Yunan said that it is witnessed the continuous innovation of the blockchain technology in China, which is deeply integrated with AI, cloud computing and big data, and also more economic and social scenarios and applications. It nurtures  new business forms and models for digital economy including metaverse, NFT(Non-Fungible Token) and Web3, making the importance of blockchain infrastructure increasingly prominent. Therefore, building blockchain infrastructure for the underlying framework of heterogeneous network has become an essential demand for the healthy and well-organized development of blockchain in China.

Working together with China Mobile, UnionPay and the Red Date Technology, SIC started the top-level design for BSN in May, 2018, and put it into commercial use in April, 2020. BSN has launched its backbone networks in more than 10 provinces to form an operational service system at the provincial level. Facing the global market, the Spartan network, developed by the BSN and composed by open source public blockchain, was applied by Singapore, United Arab Emirates, Turkey and Bahrain in digital government, cross-border trading and financial supervision. BSN has become a public blockchain infrastructure with the largest scale of computing nodes in global cities and the most powerful supporting capacity for applications, said Liu Yunan.

Liu Yunan called for efforts to build BSN into a blockchain-based public service platform which is more important to digital economy and social governance in China while keeping in line with national strategies and meeting the demand for digital economy development in post-pandemic era.

First, we should build major infrastructures jointly to serve national strategies. By giving full play to its function as an open platform for innovations in technology, application and industry, the BSN provides credible and controllable blockchain-based infrastructure for high-quality development of the digital economy and credible services for trans-border data flow in pushing national strategies including the Belt and Road Initiative.

Second, we should develop the “grand application” based on national requirements. With the applications of its backbone, private network and DDC network, BSN bolsters new business forms and models in metaverse, digital fashion, NFT and Web3.

Third, we should persist in making the BSN open-sourced and promoting common development. Staying committed to the vision of interconnectivity, cooperation and win-win, BSN supports the sound development of blockchain-based applications and industrial science with its public infrastructure.

Shan Zhiguang, Director-General of Informatization and Industry Development Department and also the Chairman of BSN Development Association delivered a keynote speech entitled “Review on the Development of BSN in 2022 and the Future Plan”. He summarized the latest progress and applications of BSN in cloud management platform based on blockchain, the infranet of BSN-DDC and BSN Spartan network, and put forward the development plans on strengthening application empowerment, international promotion, technological innovation, existing product optimization and industrial ecology.

Participants from ministries, local governments, enterprises and the media including the Office of IT Application Promotion of National Food and Strategic Reserves Administration, the First Research Institute of the Ministry of Public Security, Hangzhou Municipal Government, Big Data Management Bureau of Hainan Province, China Mobile and China Sports Lottery Operation Co.,Ltd. attended the meeting. The global partners from United Kingdom, Germany, Saudi Arabia and Turkey delivered key note speeches and joined in the roundtable discussion via video recording.
